DLBP secures changes to an existing planning permission for the construction of a new building and alterations and refurbishment of a Grade II* listed building within the Royal Hospital Chelsea

Location:
Royal Borough of Kensington and Chelsea

Issue:
Amending an existing planning permission within the highly sensitive built environment of the Royal Hospital Chelsea

How we helped and added value:
We had previously secured planning permission and listed building consent for the construction of a new building and alterations and refurbishment of a Grade II* listed building (the Soane Stable Block) within the Royal Hospital Chelsea.  Following this, the Royal Hospital had reviewed the approved plans to ensure they continued to reflect the needs of In Pensioners, and future In Pensioners.  The review concluded that changes to the plans would be needed, and we therefore began work - leading the wider project team - to amend the existing permission (and submit a new application for listed building consent) to secure the changes.

At the same time, the Royal Hospital Chelsea was keen to commence the development (starting with some limited demolition and refurbishment works to the Soane Stable Block).  The amendment to the existing permission therefore also sought to modify some of the pre-commencement conditions, to allow this work to take place sooner.  Further non-material amendment applications were submitted during the determination period to modify other conditions.

The result was an approved amendment which contained all of the changes required by the Royal Hospital Chelsea, as well as a clean single set of amended conditions to allow development to commence sooner than would have otherwise been the case.  A new listed building consent was also secured alongside to ensure all the necessary consents were in place.
